1. Open Settings.

2. In the General tab, select Accessibility.

3. Select Speech.

4. Here you can toggle text-to-speech options on and off. 

Speak Selection: When you select text, there will be a speak button. This will speak the selected text. 

Speak Screen: "Swipe down with two fingers from the top of the screen to hear the content of the screen."
